A policy issue occurs when public concern, debate, or conflict exists regarding the course of action a government, or others, should take to address a problem that affects all or a significant portion of the public. Individual land use decisions, such as building a high-density swine facility, become a policy issue when they affect others. Cumulative impacts of these decisions, such as farmers retiring and selling their land to residential developers, are common policy concerns.
