A policy issue occurs when public concern, debate, or conflict exists regarding the course of action a government, or others, should take to address a problem that affects all or a significant portion of the public. Individual land use decisions, such as building a high-density swine facility, become a policy issue when they affect others. Cumulative impacts of these decisions, such as farmers retiring and selling their land to residential developers, are common policy concerns. This section highlights three land use policy issues related to agriculture: environmental impacts, nuisance impacts, and land preservation.
