The distressing answer to this question is that all layers of company organisations, from external investigators through trial monitors, people engaged in data resolution, data processing, and project management, to medical directors, have all at one time or another been involved in allegations of clinical fraud.
This observation is very important for companies aiming to eradicate fraud from their research process. It means that companies must have systems that allow suspicion and checking of all levels of the organisation up to and including senior management. This is hard to achieve in practice.
The prime aim of every company must be to build in checks and balances that allow appeal to "a higher authority", if a complainant feels that his or her immediate line manager is not responding appropriately to the complaint.
