Cells do not continually produce all the proteins coded for by their genes. This would be wasteful or even disruptive. Therefore, there must be some means to turn genes on or off, or to control their rate of expression. For example: Prokaryotes respond to the presence of substrates to produce enzymes to metabolize a particular substrate only when needed.
